Process Steps

Step 1

Importer submits Import Declaration and supporting documents 

 

Step 2

PQD receives and checks documents 

Step 3

Import Declaration and supporting documentation received 

 

Step 4

 Broker advises PQD when goods  are available for inspection

 

Step 5

JCA Site and Wharf Container Inspection list general
Step 6  Site list and Wharf Container Inspection List  
Step 7

The list is sent to OGAs

 
Step 8

JCA list is received 

 
Step 9

 Request for inspection logged in a register 

 

 
Step 10

Document checked and goods are physically inspected at the port, cold storage or owner's premises 

 
Step 11

If testing is required then

i) A sample is taken

ii) An import  sample form is issued 

iii) Goods are tested 

If testing is not required then :

It would be determined if the goods are compliant 

Step 12

If goods are compliant then:

i) Import declaration is stamped and approved  for release and returned to Broker 

ii) Import Declaration and supporting documents are received 

If goods are not compliant then:

i) PQD Inspector makes a recommendation for further action and prepares notification document

Step 13

If  goods are recommended for confiscation and destruction then :

i) The importer is notified that goods are confiscated and destroyed 

ii) Importer receives notification 

iii) Goods are destroyed and importer and JCA notified

iv) Importer receives notification 

v) JCA receives notification

If the goods are recommended for re-export then

i) Importer and JCA  are notified that re-export required 

ii) Importer receives notification to re-export 

iii) JCA receives notification that re-export is required

If goods are recommended for treatment then:

i) Importer notified of the treatment   is required for goods 

ii) Importer receives notification of treatment required 

iii) Importer makes payment for fumigation or treatment supervision

iv) Payment is accepted and receipt is issued 

v) Payment receipt is received 

vi) Importer arranges for the treatment of product under PQD supervision

vii) Goods are re-inspected 

If goods are not compliant then :

i) The importer is notified that goods are confiscated and destroyed 

ii) Importer receives notification 

iii) Goods are destroyed and importer and JCA notified

iv) Importer receives notification 

v) JCA receives notification

If goods are compliant then:

i) Goods are approved for release to importer and importer is notified

ii) Importer receives notification

1 Plant Quarantine Import Inspection The importation of any plant products requires products to be inspected by a Plant Quarantine inspector from the Plant Quarantine Division of Ministry of Industry Commerce Agriculture and Fisheries (MICAF) after the importation of plant products in Jamaica.
