JCA to launch JSWIFT website for licence applications
The Jamaica Customs Agency (JCA) will launch its Jamaica Single Window for Trade (JSWIFT) website, that will allow importers and exporters to apply for licences, permits, certificates and any other international trade-related documents through a single portal in November.
According to chief executive officer and commissioner of JCA Velma Ricketts Walker, while the first phase of the project will utilise nine border regulatory agencies, a pilot model will be launched in conjunction with the Trade Board Limited for three weeks, starting October 7.
“[The website] allows for an individual to just go online and submit [an application], pay and have that certificate [or] that licence [or] that permit, without physically going anywhere; so what it would also do is cut down the time it will take [to be granted a permit] and will reduce [the applicant's] cost, offering a greater ease in doing business,” Ricketts Walker told the Jamaica Observer in an interview.
“Let's say you're importing a motor vehicle, [that] requires a Trade Board permit; you will go online to the platform and apply for your permit. We're at an era where a lot of transactions are now being done online, so what we're doing is affording you that privilege to conduct that payment online for the electronic, single window for trade,” she continued.
Ricketts Walker added that while an application's processing time is dependent on the individual border regulatory agency, JCA is working assiduously in remodelling the process.
“We want to ensure that this is an efficient service that the [public] is getting. The processes are important, and so we have to make sure that the re-engineering of processes is effectively done so that it can minimise the turnaround time for approval and distribution of any permit licences and certificates,” she told the Business Observer.
According to her, this initiative is part of the changing of the traditional roles of the JCA, to acknowledge and adjust to the increased demands and new transnational and national challenges of the 21st century.
